Commissioner Joseph Fernandez brings over 35 years of experience in regulatory enforcement, governance, and professional education to the Calgary Police Commission.

He has held executive leadership roles at both the Alberta Insurance Council and the Real Estate Council of Alberta (RECA), where he oversaw licensing, compliance, investigations, and education programs. Known for leading with a clear enforcement vision and key performance indicators, he consistently ensured his teams had the tools and resources needed to succeed. His collaborative approach with diverse stakeholders and commitment to regulatory excellence helped RECA earn multiple international awards, including the prestigious Regulatory Excellence award from the Council on Licensure Enforcement and Regulation.

Commissioner Fernandez has extensive experience supporting boards and councils in their governance and oversight roles. He has advised on strategic planning and financial stewardship, and completed governance training through the Institute of Corporate Directors. He has also worked closely with a wide range of stakeholders—often with competing interests—to foster mutual understanding and develop collaborative solutions.
He is a Certified Association Executive, a Certified Real Estate Investigator, and holds National Certified Investigator and Inspector Training credentials. He earned a Bachelor of Arts from the University of Calgary and has completed numerous executive leadership and governance programs.

Commissioner Fernandez has been a member of the Commission since November 2025.
